Wintu Tribe scrambles to find remains at California construction site

Slash – A Native American tribe in Northern California is racing toward a Friday deadline to finish its search for human remains and cultural artifacts at what was once the site of a tribal village near Redding but will soon be home to a shared-use trail and parking area.
The ancestors of the Northern California Winto tribe are buried near the site, and tribal leaders said they did not receive proper notification about the construction plans from the Federal Highway Administration, which is responsible for the project.
Construction, which began in July, will create a 3,900-foot track, parking area and restroom facilities near Redding. It will be located off Interstate 5, one of the major north-south roads in the state, with a path that runs along the Sacramento River. The project is a partnership between the Department of Highways, Redding and the Bureau of Land Management.
The Federal Highway Administration showed The Associated Press a copy of a 2019 letter that it says it sent to tribal leaders. But tribal officials say they did not receive a copy of it, nor any follow-up, before construction began. Federal law requires tribal consultation, and state law requires a review of whether a project could impact tribal cultural resources before proceeding with construction of trails, highways, boulevards, and other public areas.
